In response to London & External Affair request for information on Flying Saucers, the Deputy Minister says that the Department of National Defence does not investigate them, but that Department of Transport's Wilbur Smith does, as the Canadian Chairman of NICAP.

          You are referred to correspodence dated 27 November 1957 re-
lating to a request from the High Commissioner at London concerning "Flying
Saucers".

          The Department of National Defence makes no provision for the
investigation into these phenomena. However, it has come to our attention
that Mr. W.B. Smith, Cheif of the Radio Division, Department of Transport,
Room 2210, No 3 Temporary Building, has made and is making extensive
studies on the subject of unidentified flying objects. Mr. Smith is ex-officio
Canadian Chairman of the National Investigations Committee on Aerial
Phenomena, located in Washington, DC.
